Important Tier II Reporting Updates for New England

NOAA’s Tier2 Submit program has announced new reporting rules for facilities reporting chemical inventories in Maine, New Hampshire, Vermont, Rhode Island, and Connecticut. These changes add new data requirements, so it’s best to start preparing now.

What’s Changing

If you’re reporting under Tier II in these states, here’s what’s new:

  • Connecticut (for facilities with Section 302 emergency planning requirements) and all facilities in Maine, New Hampshire, Rhode Island, and Vermont must now include:
    • A full list of on-site emergency response equipment.
    • Contact details for a designated 24/7 emergency equipment contact. This person must be authorized to release the equipment. They can be someone already on your team.
  • Maine and Vermont facilities must also confirm whether they’re located within a Community Water System Area. If so, you’ll need to name the specific water system.

Not sure if you’re in a Community Water System Area? Facilities in Maine and Vermont can use EPA’s Community Water System Service Area Boundaries tool to check.
