Tier II is Changing: What the GHS Shift Means for Compliance Teams

The EPA is moving Tier II reporting from state-specific hazard categories to the OSHA-aligned Globally Harmonized System, or GHS. It rebuilds the hazard framework around the Safety Data Sheet itself. About 23 broad categories become about 118 granular ones.

Missouri already made the move. Missouri filers must use the new categories starting with 2026 reporting-year filings, due January through March 2027 — a full year ahead of the federal 2028 deadline. Other states may follow.
